PROBLEM TO BE SOLVED: To provide a process which is capable of giving in a high yield and in a simple manufacturing process low-molecular heparin or a salt thereof that has a high anti-Xa factor activity and a homogeneity. SOLUTION: The low-molecular heparin or a salt thereof is made to be isolated by bringing an anion exchanger which has adsorbed thereon heparin or a salt thereof, into contact with a solution of the salt having the normality of 0.01-0.3.
