PROBLEM TO BE SOLVED: To provide an industrially advantageous efficient method for preparing cyclic urethan by reacting a cyclic amine with carbon dioxide. SOLUTION: By using a halogen as the catalyst, the cyclic urethan is produced by reacting a cyclic amine with carbon dioxide in a short time and at a low temperature with high selectivity and in a high yield.
