PROBLEM TO BE SOLVED: To provide a simply structured fluid treatment device capable of improving the properties of fluids while allowing the fluids such as water to flow smoothly. SOLUTION: An outer shell 11 is provided on the periphery of a guide pipe 8, and a sealed chamber 12 is formed inside the shell 11. The pipe 8 is plainform inside the chamber 12, two pairs of permanent magnets 14A, 14B are oppositely fixed in places on wall surfaces 8A, 8B running parallel with each other and a plurality of the pairs of the magnets are provided at the predetermined intervals along the axis of the pipe 8. In addition, tourmaline ore or a ceramics comprising tourmaline powder sintered in lump as a mineral solid 13 is accommodated inside the chamber 12, and a communicating hole 15 which is communicated with the chamber 12 is drilled in the pipe 8. Thereby, the properties of the fluid flowing in the pipe 8 are improved by applying an electrical and magnetic actions thereto with the tourmaline and the magnets 14A, 14B comprising the mineral solid 13.
