PROBLEM TO BE SOLVED: To supply heat efficiently to ground so that cultivation-possible period is extended and snow on a road melts. SOLUTION: When a ground 1 is warmed from its surface, a larger amount of heat is lost into air to lower the efficiency, and accordingly the ground is preferably warmed from the inside of the ground 1. For this purpose, a tube 5 having holes is buried under ground, and high temperature high humid air is allowed to blow out from the holes 7 to warm the ground 1. When solar heat is used, the annual heat efficiency is increased in the following manner. Heat is sent to a deep position of the land in summer, the heat is accumulated by using the heat capacity of the land, the accumulated heat is used in winter; and heat is sent to a shallow position of the ground in winter, and it is made possible to use immediately.
