PROBLEM TO BE SOLVED: To generate a frame image whose vertical resolution is not deteriorated by accurately discriminating a motion of the entire image. SOLUTION: First to third field image signals given from an image pickup section picking up a still image by the interlace system are stored in 1st to 3rd field storage areas 25, 26, 27 of a memory 5. A system control section 6 discriminates a motion of the entire image based on the 1st to 3rd field image signals. When the result of discrimination indicates that no motion is found out in the entire image, the 1st to 3rd field image signals are used as they are to generate a frame image signal. When the result of discrimination indicates that any motion is found out in the entire image, the system control section 6 detects a moving direction and a moving amount based on the 1st to 3rd field image signals and moves the image in a direction opposite to the moving direction of the 2nd field image signal and then generates a frame image signal. |
