The invention relates to a phase connection clamp comprised by the mobile short-circuiting and earthing devices of the overhead electric networks, said clamp exerting a contact pressure on the cable corresponding to an optimal heating and eliminating the risks in connection with mounting/demounting on the overhead electric network cable. According to the invention, the clamp consists of a pressing metal piece (1) rotatable about an axle (2) rigidly fastened inside a metal body (3) and permanently pulled by a helical tension spring (5) hung up on another axle (6) fastened inside the same body (3), said body being also provided with a rigidly fastened axle (15), a suspension lug (17) being freely rotatable therearound, and at the lower side of the body (3) there are fastened, with a screw (7) and a nut (8), a lowering cable shoe (9) as well as a pushing piece (10) wherein there is provided an adjusting screw (14) tensioning a spring (13) which presses on a spheric point blocking piece (12) for fastening a rod (11) having a hexagonal exterior end (d) for preventing the rotation .
