<p>PROBLEM TO BE SOLVED: To realize ecological social capital formation in a regional planning technique conforming to a zero emission plan. SOLUTION: Functions of each maintenance item (for example, woody power generation and a vegetable plant) are multilaterally grasped (Fig. a). Their common functions (for example, business improvement and regional activation) are next interconnected in view of a synergistic effect, a complementary effect or a flow effect to construct a function network (Fig. b). The function network of social capital having an overall regional grasp is completed. A function- networked infrastructure network can accommodate a peak to reduce social cost. The social capital elicits flexibility and stability of a natural system to develop a circulatory function based on regional characteristics.</p> |
