PROBLEM TO BE SOLVED: To provide a band control device and band control system, provided at a station-side communication apparatus, for reducing the variation of the data transmission wait time of subscriber-side communication apparatus in the case of setting a minimum assured band by an optional value for every subscriber-side communication apparatus. SOLUTION: A master communication apparatus uses the band control device comprising a band weight holding section 304 storing weight proportional to minimum assured speed based on a slave communication apparatus, an assignment number-of-times counter 305 for counting, based on a constant packet size, a length of a packet transmitted by the slave communication apparatus, and a transmission sequence control section 303 for giving transmission permissions in a sequence, based on a constant packet size, to the slave communication apparatuses and suspending the transmission permission in a sequence that the assignment number-of-times counter exceeds a band weight amount corresponding to the slave apparatus. Thus, the minimum speed of each slave communication apparatus is ensured and the variation in data transmission waiting time is reduced.
