PROBLEM TO BE SOLVED: To obtain a concrete cutter capable of efficiently cutting a paved surface, avoiding the increase of driving torque and the abrasion of the edge of a blade regarding the concrete cutter used for cutting the paved surface of a road. SOLUTION: A discoidal cutting blade with a peripheral cutting edge is vibrated in synchronous low frequency in the progressive direction of the blade and the direction orthogonal to the direction, and the paved surface of concrete or asphalt is cut. A structure in which the cutting blade is journaled at the lower end of a rocking arm pivotally supported by a fulcrum shaft and a low-frequency excitation means reciprocating and rocking the rocking arm in the periphery of the fulcrum shaft is mounted is preferable as an excitation means. The state in which the whole peripheral surface of the cutting blade is separated instantaneously from an article to be cut can be realized by synchronously vibrating the cutting blade in the progressive direction of the cutting blade and the direction orthogonal to the direction, thus effectively conducting the inflow of a cutting fluid and the removal of chips in the cutting of the paved surface or the like.
