PROBLEM TO BE SOLVED: To solve the problem of an existing portable terminal wherein a change in a rate payment method from a prepaid method to a deferred payment method significantly inconveniently requires a change of the portable terminal itself to arouse a demand for the introduction of a USIM card operation system that solves disadvantages of a conventional prepaid type portable terminal and enables a change in a rate payment method. SOLUTION: A portable terminal is mounted with a USIM card with information about an amount prerecorded, and a communication ID is rented from a communication enterprise system 101, so that communication is as a prepaid type portable terminal. For a change in a rate payment method, a personal identification number is notified by an identification system 150, and the personal identification number is used in the identification system 150 to apply for a change from a prepaid method to a deferred rate payment method. If identification is finished normally, setting of the rate payment method in the communication enterprise system 101 is changed, and the portable terminal 11 is notified of a permission to change the rate payment method.
