PROBLEM TO BE SOLVED: To generate and provide information for updating any entity and the relation between entities in distributed map information in providing information concerning update of map data. SOLUTION: The system is provided with an update operation information generating means to generate update operation information instructing distributed map information to carry out update operation from update instruction information instructing how to update the distributed map information according to the instruction of updating part using a distributed map entity identifier which is an identifier given to the entity in the distributed map information of the entity to be updated and the specification of update contents for the updating part and from the distributed map information, and with an update operation information providing means to provide the update operation information to a map information processor.
