PROBLEM TO BE SOLVED: To obtain a water-based coating material composition having excellent film-forming properties and capable of forming such a film as reduced in adhesion. SOLUTION: This water-based coating material composition contains a synthetic resin emulsion as a binder, wherein the emulsion is obtained by copolymerizing an ethylenic unsaturated monomer (B) containing at least a thermally-responsible monomer (b-1) in the presence of water-dispersible resin particles (A) containing the ethylenic unsaturated monomer as a monomer component at a temperature above the lower critical solution temperature of the homopolymer of the thermally-responsible monomer. The component (b-1) is preferably copolymerized in an amount of 0.5-30 pts.wt. based on 100 pts.wt. of the solid content of the component (A). Further, the component (b-1) is preferably comprises one of more compounds selected from an N-alkyl(meth) acrylamide and an N,N-dialkyl(meth)acrylamide.
