The space (E) forming a specific clearance between the central electrically conductive wire (7) outer surface (7b) and the internal surface (8b) of the external sleeve (8) is filled with electrically isolating fluid. The fluid reduces the risk of blow-out between the electrically conductive wire (7) and the insulating sleeve (8).
