SOLUTION: When a mode switching signal to a public mode, a maintenance mode, or a full maintenance mode is transmitted from a terminal through the Intranet to a communicating part 102, an attribute management controller 11 receives the mode switching signal, and outputs attribute information stored in a public mode setting part 113, a maintenance mode setting part 114, or a full maintenance mode setting part corresponding to the mode to a disk control part 105. Then, the disk control part 105 sets a plurality of storage regions in a storage device 106 in the attributes corresponding to the received attribute information. Also, forced mode switching is executed by operating a manual key switch 117 or a full maintenance switch 118 of a changeover switch part 103.
