PROBLEM TO BE SOLVED: To establish business capable of definitely executing emergency measures by reducing electric and electronic controllers in such a manner that electric system can be turned off during an emergency such as fire or earthquake. SOLUTION: This system comprises a pressure gas bomb 1 filling a damping gas, a damping water tank 3, a pressure control valve 8 and a drain valve 21. The damping water tank 3 is formed with a water chamber 11 for storing damping water, and a gas chamber 12 for introducing damping gas acting to the water surface of the water chamber 11. The pressure control volume 8 regulates the damping pressure of the damping gas in the gas chamber 12. The drain valve 21 opens its valve after receiving an operation pressure based on the pressure of the pressure gas bomb 1 at the time of fire occurrence. Even though the electric system becomes inoperative due to earthquake or fire, the operating force for operating a drain valve 21 for discharging the damping water as fire extinguishing water from the damping water tank is equal to the pressure of the permanent pressure gas bomb 1, and the probability of losing this kind of operating force is low. Thus, this provide a business of executing definite measures during earthquake and fire.
