PROBLEM TO BE SOLVED: To provide a circuit to reduce a rapid image quality change or a switching noise or the like so as to enhance the image quality by summing a color signal subjected to two-dimensional YC separate processing and a color signal subjected to three-dimensional YC separate processing at a switching point for standard/nonstandard determination with a weighting according to a nonstandard frequency used for a standard/nonstandard determination. SOLUTION: This invention relates to the three-dimensional YC separate circuit for separate YC signals by using an inter-frame arithmetic operation on the basis of standard determination and motion detection. When the circuit determines a change from the standard signal to the nonstandard signal (from the nonstandard signal to the standard signal) at a weak electric field and selects a two-dimensional color signal (to change the two-dimensional color signal to the three-dimensional color signal), the circuit sets weighting of the two-dimensional and three-dimensional separated color signals according to the nonstandard determination ratio of the current signal so as to eliminate a rapid change in the image quality at switching over of the standard/ nonstandard.
