PROBLEM TO BE SOLVED: To provide an exchange provided with a BOD (Bandwidth on Demand) function, by which a user can utilize the BOD function even when a facility such as a router at an IP network side has no BOD function and which can interrupt a B channel from the network so as to relieve the occurrence of congestion of the exchange when a channel resource of the exchange is deficient or a traffic flow on the B-channel is decreased, and to provide a control method for the exchange. SOLUTION: The exchange 1 monitors a flow of packets so as to extend/ reduce the band of a data ink depending on the packet flow, interrupts one of the B-channels in the communication state of using the two B-channels at the arrival of a phone call to an ISDN subscriber line so as to attain the reception of an incoming call by using the free B-channel, reconnects the free B- channel after the speech is interrupted and makes re-communication by using the two B-channels.
