PROBLEM TO BE SOLVED: To obtain an oxygen-based liquid bleach composition which exhibits a higher bleaching force. SOLUTION: This liquid bleach composition comprises (a) an inorganic peroxide, (b) a bleach-activating agent having a group selected from COOM, SO3 M and OSO3 M (M is a cation) and a 5 to 20C hydrocarbon group and not having a quaternary ammonium group, (c) a bleach-activating agent having a quaternary ammonium group and a 5 to 20C hydrocarbon group in the molecule, and water.
