PROBLEM TO BE SOLVED: To provide a method of manufacturing a polymer membrane and a device for manufacturing polymer membranes producing no uneven coating even if a polymerizable polymer is stacked on a lipophillic photopolymerization layer, and to provide a method of manufacturing a full polymer battery having low internal resistance and its manufacturing device. SOLUTION: This device for manufacturing the polymer membranes comprises at least a device continuously coating the surface of a substrate with the polymerizable polymer and an ultraviolet ray irradiation lamp. After coating the surface of the substrate with the polymerizable polymer, an ultraviolet ray transmission material is stuck on the surface of the substrate, and the ultraviolet ray is irradiated through the ultraviolet ray transmission material.
