PROBLEM TO BE SOLVED: To provide a method for utilizing wastes, such as glass bottles, glass sheets and pottery as cement materials. SOLUTION: The pulverized matter of the unused glass, the like, and cement, or the like, are kneaded and, after the mixture is made into desired granules 25, the granules are kneaded in such a manner that zeolite powder 26 most adequately adheres to the surfaces of the granules and are dried. The granules 25 are dried at 500 to 600 deg.C with hot air by using a rotary drying machine to surface dryness of 75% and, after the excess cement, and the like, are sieved off, the granules are kneaded by sprinkling the zeolite to the surfaces of the products with a rotary mixing agitation. The excess zeolite is sieved off and the containing moisture is removed down to about 1 to 3% by the drying machine, by which the products as the cement materials are formed.
