PROBLEM TO BE SOLVED: To realize the effective utilization of a radio transmission medium by efficient data transmission by storing a plurality of transmission data frames in a slot for data transmission of a fixed length for radio transmission and reducing retention in a queue for radio transmission and delay caused thereby. SOLUTION: The element strings of a queue for radio transmission (2.5) being the transmission waiting string of transmission data are held and a connection en-queue task (2.2) successively connect a plurality of pieces of transmission data to the element of the queue for radio transmission. A radio driver (2.6) transmits the outputted element of the queue for radio transmission mounted on a data transmission slot. In the case that the element of the queue for radio transmission of the object of combination storing is outputted or the case of exceeding the size of the slot for data transmission when storing next transmission data, control for moving a processing object to the combination storing of transmission data to the element of the queue for next radio transmission is performed.
