PROBLEM TO BE SOLVED: To provide a discharge generating device and method which requires no current limiting resistor as well as enables to improve generation efficiency of ultraviolet ray and elongate life of a discharge tube. SOLUTION: At least two opposing electrodes are provided, so structured to enable concentration of electric field in the vicinity of at least either or both of the electrodes, and so structured to generate ultraviolet ray by having discharge made between the two opposing electrodes. The two opposing electrodes consist of an electrode with the shape of a rotating hyperbolic body of a given curvature radius at least at one end and a flat sheet electrode, and the end with the shape of the rotating hyperbolic body is placed in opposition to the flat sheet electrode with a given inter-electrode interval, with the given curvature radius less than twice the inter-electrode interval.
