PROBLEM TO BE SOLVED: To form a surface reforming layer having excellent mechanical characteristics, corrosion resistance, wear resistance, electrical characteristics, etc. SOLUTION: The surface of a base metal 1 of a workpiece is reformed by forming a coating layer 2 on the surface of the base metal 1, then inserting a rotary tool 3 to perform circulating motion into the workpiece from its surface and relatively moving the rotary tool 3 and the workpiece in this state, thereby frictionally agitating the coating layer 2 or the base metal 1 and the coating layer 2.
