PROBLEM TO BE SOLVED: To prevent a person other than a person having his/her original key from reading contents of a file. SOLUTION: A file management system is provided with a one-time information history 22 for issuing new one-time information 100 corresponding to a transmitted file 20 each time a managing device 2 transmits the file 20 to a client terminal 3, issuing new one-time information 100 corresponding to a received file 20 each time the managing device 2 receives the file 20 from the client terminal 3, associating the file 20 received from the client terminal 3 with the one-time information 100, associating the file 20 transmitted to the client terminal 3 with the one-time information 100 and recording the files 20 associated with the one-time information.
