PROBLEM TO BE SOLVED: To make a request for downloading data at any time anywhere and to automatically distribute data on request to a designated mobile terminal. SOLUTION: The user uses a mobile phone to connect it to a control server, uses a web browsing function to select data desirably to be purchased, and transmits an on-vehicle terminal ID of a download destination. The control server transmits the one-time password to the mobile phone. The user enters the one-time password to the on-vehicle terminal. When the on-vehicle terminal enters a download cell at any access point and the on-vehicle terminal transmits the on-vehicle terminal ID and the one-time password via the access point, the control server authenticates the on-vehicle terminal according to the on- vehicle terminal ID and the one-time password and when the control server approves the authentication, the control server allows a cache server to download the data of purchase subscription to the on-vehicle terminal via the access point.
