COMMUNICATION SYSTEM FOR TRANSFERRING MOVING PICTURE DATA AND PROGRAM

PROBLEM TO BE SOLVED: To provide a communication system and a program capable of displaying moving picture data in real time without interruption or deferment in transferring the moving picture data employing the TCP (Transmission Control Protocol). SOLUTION: A moving picture converter 2 has an after-conversion data storage means 25 for temporarily storing after-conversion data outputted from a moving picture conversion means 21 and a data storage amount monitor means 27 for periodically monitoring a data amount of the after-conversion data storage means 25 and informing a conversion parameter setting means about the data amount, and a conversion parameter setting means 22 revises conversion parameters on the basis of the data amount of the after-conversion data storage means 25. Further, a transmission data storage means 26 is realized by a TCP control means and revises the conversion parameters on the basis of a measured round tip time value RTT and a congestion window value cwnd.
