PROBLEM TO BE SOLVED: To secure the safety of each of airplanes and reduce the quantity of operation of towermen by preventing each of the airplanes from causing a near-miss accident and collision accident by informing a pilot operating a following airplane among the airplanes traveling on a taxiway of that a preceding airplane exists. SOLUTION: Whether airplanes 5, 12 are traveling on the taxiway 2 is detected by a first airplane detecting sensor 7a to a third airplane detecting sensor 7c. When the preceding airplane 12 exists on the taxiway 2, a light monitor controlling device 9 turns off each of taxiway center line lights 11b, 11c on a back side of the airplane 12 by the group, and informs the pilot of the following airplane 5 that the preceding airplane 12 exists.
