PROBLEM TO BE SOLVED: To suppress the strength of a transmission signal within a specified value so as to observe the stipulation of the adjacent channel leakage power with higher accuracy. SOLUTION: The transmitter is provided with a modulation signal generating section 202 which is characterized by that the amplitude of a signal point of a symbol for demodulation of a symbol just before a ramp symbol is decreased more than the amplitude of a signal point of a symbol for demodulation except symbols for demodulation of the ramp symbol just before on the I-Q plane and the generation section 202 outputs a modulation of a symbol for demodulating the symbol just before the ramp symbol. Thus, the transmitter can suppress the strength of a transmission signal within a specified value so as to observe the stipulation of the adjacent channel leakage power with higher accuracy.
