<p>PROBLEM TO BE SOLVED: To provide a locking control device to facilitate use of a locking device by a user. SOLUTION: As a locking demand is given from the user, a verification information issuing part 17 issues verification information for unlocking to the user giving the locking demand, and the issued verification information is stored in a usage situation data base 13 with correspondence to lock device discriminating information, while a locking processing part 18 instructs locking of the locking device 13.
