PROBLEM TO BE SOLVED: To obtain a composition for low-density and highly flame-retardant rigid polyisocyanurate foam having good dimensional stability and workability, and to provide a method for producing the composition. SOLUTION: The composition for rigid polyisocyanurate foam with a density of 10-100 kg/m<3> comprises (A) an organic polyisocyanate, (B) a polyol, (C) a catalyst, (D) a foaming agent, (E) a foam stabilizer and (F) a flame retardant, wherein the component B comprises (b1) 10-90 mass% of an active hydrogen group-containing compound obtained by reaction between a phenolic compound and an aromatic vinyl compound and (b2) 90-10 mass% of an aromatic amine- based polyether polyol 100-800 mgKOH/g in hydroxyl number, wherein the component C comprises a potassium carboxylate and a tertiary amine with the mass ratio of (1:10) to (10:1), and the component D is selected from water, HCFC, HFC and HC.
