PURPOSE: Provided is a production process of flower packing paper wherein a cutter isn't touched to a cutter prop to use the cutter in a semi-permanent way so that it contributes to raise productivity. CONSTITUTION: The production system of the flower packing paper comprises the parts of: a feeding tool which supplies a film toward a body frame(200); a cutting tool which includes a shaft(S) to be fixed at a fixed bracket(B), a pair of cutter fixed bars(31) to be guided by the shaft, a heater knife(32), a heater support(33) and a link tool to attach or detach a pair of cutters as a lower elevating cylinder(30C) moves; and a product collection tool(40) which includes a location holder for the cut products to be elevated by a fixed cylinder(41), a pair of product loading sheets(43) and a fixed stand for products(46) to set the lowered products at a right location.
