The EL panels (25) can be selective affixed to any of the bicycle frame members of wheels, where the EL panels (25) are electrically connected to the power source (26). The power source (26) applies an AC signal to the conductive substrates (28,29) of the EL panels resulting in the EL material charging and discharging to emitting light.
