Traffic information is effectively generated by a deformed map from traffic information consisting of ~road shape data~ and ~event position data~. Correspondence between each link on a digital map and a rectangular shape constituting an event presentation unit of the deformed map is set in advanc e and held in a deformed map data unit (25). When road shape data is received, map matching is performed with the digital map data by a map matching unit (22) and a road section on the digital map is identified. From the received event information data and the digital map data (23) of the aforementioned road section, a link on the digital map corresponding to the event position is identified. From the correspondence set for the link in advance, a rectangul ar shape displaying the event information based on the event information data i s determined on the deformed map. Thus, from the ~road shape data~ and the ~event position data~, it is possible to effectively generate traffic information of level 2.
