PROBLEM TO BE SOLVED: To provide a rotary printing press needing no measurement of an outer diameter of a new core and capable of preventing wrinkles in a winding start part. SOLUTION: A circumferential speed measuring device provided with a circumferential speed measuring roller 52 is turnably arranged on a frame 1. When exchanging cores, the circumferential speed measuring roller 52 is contacted on an outer circumference of the new core 10n, a web 2 is held by the new core 10n after a rotational speed of the new core 10n outer circumference becomes the same speed or slightly faster than the web 2, and winding is continued.
