PROBLEM TO BE SOLVED: To provide a magnetic encoder capable of increasing an air gap and facilitating quality control of its magnetic force and a bearing for a wheel with the magnetic encoder. SOLUTION: The magnetic encoder 20 is formed that an elastic member 14 mixed by magnetic powder is peripherally integrally fixed at a core 11 and magnetic poles are peripherally alternately formed. Hardness Hs of the elastic member 14 is set to Hs90 or higher. A bearing for a wheel is provided with the magnetic encoder 20 as the constitution part of a seal device 5.
