PROBLEM TO BE SOLVED: To provide a vegetation mat capable of preventing soil from running off, and excellent in water permeability and mechanical strength. SOLUTION: This vegetation mat 10 comprises a soil filling sheet 13 having a plurality of bag parts 11 made of net for holding soil, and a soil runoff preventive sheet 16 set under the soil filling sheet 13 and having a coarse texture part 14 and a fine texture part 15 which are alternately formed in series, wherein the vegetation mat is formed by laminating the soil filling sheets in two upper and lower layers, and the bag part of the lower layer soil filling sheet is filled with a water permeable solid capable of preventing runoff of soil charged into the bag part of the upper layer soil filling sheet.
