PROBLEM TO BE SOLVED: To provide a method for steaming tea leaves, by which the tea leaves can sufficiently be steamed to give a peculiar green tea similar to roasted tea and having good aroma and sweetness, while avoiding insufficient steaming and irregular steaming, and to provide a device for steaming the tea leaves. SOLUTION: The device for steaming the tea leaves comprises rotary steaming cylinders (1, 2) capable of receiving the tea leaves therein, a raw leaf-feeding port 3 for feeding raw tea leaves from one end of the one rotary steaming cylinder into the rotary steaming cylinders, a stirring means 4 for stirring the tea leaves received in the rotary steaming cylinder and simultaneously transporting the tea leaves fed from the raw leaf-feeding port 3 to the other end of another rotary steaming cylinder in cooperation with the rotation of the rotary steaming cylinders, an overheated steam-charging cylinder 5 for charging overheated steam of 120 to 400 deg.C into the former rotary steaming cylinder, and a normal steam-introducing cylinder 6 for introducing saturated steam of 100 deg.C into the latter rotary steaming cylinder.
