PROBLEM TO BE SOLVED: To provide a base material for packaging which improves the water resistance and heat resistance of a container formed from the base material based on a fiber structure base material and the container. SOLUTION: The fiber structure base material is impregnated with an impregnation liquid containing a polyisocyanate as a main component. The fiber structure base material is additionally impregnated with a thermosetting resin having unsaturated bonds, or a coat of the thermosetting resin is formed at least on one surface of the base material.
