PROBLEM TO BE SOLVED: To simplify the computation of a movement signal of a moving body, reduce control data, and make movement express a mental state and feelings. SOLUTION: Control reference signals for performing a series of movement control are generated in a body group of the moving body, and the control reference signals are distributed to supply movement signals to each part of each body so that the moving body performs body movement. Moreover, the control reference signal is a sequence of a body part group representing a small amplitude high frequency signal expressing a mental state and a signal for performing a predetermined movement of the moving body. The first control reference signal is distributed to all the body parts, is synthesized with the second control reference signal, and is distributed to each body part by a distribution ratio related to the sequence to generate a control signal. The second control reference signal is a sequence signal of predetermined body part group corresponding to a mental state of the moving body set by a degree of evolution or a degree of development of the moving body after generation.
