PROBLEM TO BE SOLVED: To attain completely homogeneous feed of bed soil and seed-covering soil to seedling-growing cases by perfectly inhibiting soil lumps from coming into screened soil to be fed to a bed soil machine and a seed-covering soil machine. SOLUTION: The soil to be up-conveyed from a bed soil tank (1) and a seed-covering soil tank (2) is fed from the tank (1) and the tank (2) to the bed soil machine (3) and the seed-covering machine (4) whereby the seedling- growing cases are covered with the bed soil and the seed-covering soil. Soil- sieving machines (5a) (5b) are set between the up-conveying step (a1) and the bed soil tank (1) or between the up-conveying step (a2) and the seed-covering soil tank (2) whereby soil lumps are inhibited from coming into the sieved soil. In another case, the soil-sieving machines (5a) and (5b) may be set between the bed soil tank (1) and the seed-covering soil tank (4) and an upper limit switch for sensing the amount of the soil is provided on the bed soil tank (1) or the seed-covering soil tank (2) and driving motors (M1 ) and (M2 ) are stopped, when the switch detects the soil.
