PROBLEM TO BE SOLVED: To provide a high water absorbable base which can be freely designed in shape for various requests for various type applications and in which a high water absorbable resin is hardly dropped out. SOLUTION: A high water absorbable nonwoven fabric is formed by adhering a (meth)acrylate resin containing a heat-reactive crosslinker to the surface of a fiber material for constituting the nonwoven fabric, and then heating to be heat-crosslinked to form a high water absorbable resin layer on the surface of the fiber. The high water absorbable nonwoven fabric is formed by adhering the high water absorbable resin layer to the entire surface of the fiber for constituting the non-woven fabric, or sprinkling the layer on the nonwoven fabric. The high water absorbable nonwoven fabric is formed by disposing a gas permeable shape retention material on the surface of the nonwoven fabric or between the nonwoven fabrics.
