PROBLEM TO BE SOLVED: To prevent a gap regulating means from being deformed at the end part of a toner layer or touching a toner carrier. SOLUTION: A toner layer TL formed on a developing roller (toner carrier) 12 has width Wt set wider than the width Ws of a spacer (gap regulating means) 5 and the end part ET of the toner layer TL is located on the outside of the end part ES of the spacer 5. Since the toner layer TL exists constantly between the spacer 5 and the developing roller 12, the spacer 5 is prevented from being deformed by abutting against the level difference part at the end part ET of the toner layer TL.
