PROBLEM TO BE SOLVED: To provide a synthetic polymer which can form a monocore-structured microcapsule which can efficiently contain microorganisms, allows a substrate and a reaction product to easily diffuse to the outside, and inhibits encapsulated microorganisms from leaking out. SOLUTION: Microorganisms are included and fixed in fine gel particles, thus being protected. The particles are dispersed in an organic solvent mixture phase (comprising a good solvent for the polymer and a poor solvent therefor) containing a polymer to form an S/O phase, which is suspended in a water phase to give an S/O/W emulsion. The objective microcapsules can be prepared by adopting a two-step in-liquid drying method comprising separately evaporating the good solvent (having a volatility higher than that of the poor solvent) and the poor solvent at two different temperatures.
