PROBLEM TO BE SOLVED: To provide a method of manufacturing a rotary brush which is capable of efficiently forming high-density bristles, a rotary brush and a toothbrush using the same. SOLUTION: A fiber tuft 1 consisting of a multiplicity of short fibers is formed by cutting long-sized fibers to a short-fiber form and one end side in the longitudinal direction of the fiber tuft 1 is fixed to a fixture 2 and a free end 1a side of the fiber tuft 1 is radially diametrally expanded by moving a diametral expanding tool 3 capable of diametrally expanding the fiber tuft 1 from the approximate central position of the fiber tuft 1 from the free end 1a which is the other end side of the fiber tuft 1 toward the periphery, by which the fiber tuft is formed to a flat planar form and the one end side of the fixed fiber tuft 1 is melted and integrated.
