The panel (10), designed to retain liquids and other substances, is moulded from a plastic material, preferably in one piece, with raised edges (18) and partitions (40). The sections formed by the edges and partitions contain raised studs (30) with non-slip upper surfaces (20) to take a load, e.g. of a machine or pedestrian. The lateral surfaces (27) of the studs are sealed to the panel's retaining surface. The panel can be made by thermoforming, injection moulding, blow moulding or roto moulding e.g. in 500 x 500 mm squares.
