SOLUTION: When receiving a communication start request from a user terminal, the terminal having the repeating function searches a user terminal to be communicated, and when detecting the user terminal to be communicated, repeats a signal transmitted from the user terminal to the user terminal to be communicated and transmits the quantity of repeated data or communication time for repeat to an accounting system managed by a communication common carrier.
