PROBLEM TO BE SOLVED: To provide a manufacturing method or an electron emission element with less uneven brightness, an image forming device and its manufacturing device and its manufacturing method. SOLUTION: The manufacturing method of the electron emission element with less uneven brightness comprises the steps of forming a cathode electrode 20 on the surface of a substrate 12; forming a fibrous carbon 22 emitting electrons on the surface of the cathode electrode by applying a voltage across the cathode electrode and an anode electrode 15 in image forming operation; and producing discharge so that energy produced in the fibrous carbon 22 and consumed by one discharge is less than the maximum value of static energy stored between the cathode electrode 22 and the anode electrode 15 in the image forming operation.
