PROBLEM TO BE SOLVED: To provide a processor with a flash memory capable of stably rewriting the flash memory during the operation by an application program and to provide a debug device debugging the processor. SOLUTION: This processor (microprocessor) 1 with the flash memory 17 is provided with a mode switch register 18a for setting a normal mode processing according to the processing program (application program) AP and a self rewrite mode rewriting to the flash memory 17 while executing the processing program AP.
