PROBLEM TO BE SOLVED: To evade the phenomenon that noise moves up or down as noise reducing operation is performed when a non-standard signal is inputted. SOLUTION: When the non-standard signal is inputted as an input video signal, the coefficient of an interpolating filter interpolating pixels of a field video signal which lasts is fixed as signal processing corresponding to the non- standard signal. Consequently, the interpolated pixels obtained by the interpolation processing are present in the same vertical space positions and pixels having noise reduced by those interpolated pixels are present at positions in the same vertical space with the original pixels before the noise reduction. Consequently, the noise is at the same horizontal position.
