PROBLEM TO BE SOLVED: To suppress increase of a circuit scale in ciphered transmission using a plurality of channels. SOLUTION: A transmission packet multiplex means 12 performs the time- division multiplexing of packets of respective isochronous channels. The multiplexing is performed in each clock, in each ciphering block of a ciphering means 16, in each packet, or in each isochronous packet. The ciphering means 16 ciphers the time-division multiplexed packet by using a time-division multiplexed ciphering key. Each of isochronous packet generation means 18, 19 adds a necessary header. A transmitting means 111 sends a generated packet to an IEEE1394.
